3ra Parte Declaración de Independencia USA - Texto y Lectura

Esta tercera parte o "Acusación" de la "Declaración de Independencia de los Estados Unidos", es la más extensa de todas y es donde se da una lista de las repetidas injurias y usurpaciones que sufrieron los colonos en ese entonces. Por su gran contenido el siguiente texto es apto para su lectura y comprensión en inglés.

Con la lectura también se pretende repasar conceptos del presente perfecto en inglés y conocer algunas palabras para ampliar nuestro vocabulario.

Such has been the patient sufferance of these Colonies; and such is now the necessity which constrains them to alter their former Systems of Government. The history of the present King of Great Britain is a history of repeated injuries and usurpations, all having in direct object the establishment of an absolute Tyranny over these States. To prove this, let Facts be submitted to a candid world.

He has refused his Assent to Laws, the most wholesome and necessary for the public good.

He has forbidden his Governors to pass Laws of immediate and pressing importance, unless suspended in their operation till his Assent should be obtained; and when so suspended, he has utterly neglected to attend to them.

He has refused to pass other Laws for the accommodation of large districts of people, unless those people would relinquish the right of Representation in the Legislature, a right inestimable to them and formidable to tyrants only.

He has called together legislative bodies at places unusual, uncomfortable, and distant from the depository of their Public Records, for the sole purpose of fatiguing them into compliance with his measures.

He has dissolved Representative Houses repeatedly, for opposing with manly firmness of his invasions on the rights of the people.

He has refused for a long time, after such dissolutions, to cause others to be elected, whereby the Legislative Powers, incapable of Annihilation, have returned to the People at large for their exercise; the State remaining in the mean time exposed to all the dangers of invasion from without, and convulsions within.

He has endeavoured to prevent the population of these States; for that purpose obstructing the Laws for Naturalization of Foreigners; refusing to pass others to encourage their migrations hither, and raising the conditions of new Appropriations of Lands.

He has obstructed the Administration of Justice by refusing his Assent to Laws for establishing Judiciary Powers.

He has made Judges dependent on his Will alone for the tenure of their offices, and the amount and payment of their salaries.

He has erected a multitude of New Offices, and sent hither swarms of Officers to harass our people and eat out their substance.

He has kept among us, in times of peace, Standing Armies without the Consent of our legislatures.

He has affected to render the Military independent of and superior to the Civil Power.

He has combined with others to subject us to a jurisdiction foreign to our constitution, and unacknowledged by our laws; giving his Assent to their Acts of pretended Legislation:

For quartering large bodies of armed troops among us:

For protecting them, by a mock Trial from punishment for any Murders which they should commit on the Inhabitants of these States:

For cutting off our Trade with all parts of the world:

For imposing Taxes on us without our Consent:

For depriving us in many cases, of the benefit of Trial by Jury:

For transporting us beyond Seas to be tried for pretended offences:

For abolishing the free System of English Laws in a neighbouring Province, establishing therein an Arbitrary government, and enlarging its Boundaries so as to render it at once an example and fit instrument for introducing the same absolute rule into these states

For taking away our Charters, abolishing our most valuable Laws and altering fundamentally the Forms of our Governments:

For suspending our own Legislatures, and declaring themselves invested with power to legislate for us in all cases whatsoever.

He has abdicated Government here, by declaring us out of his Protection and waging War against us.

He has plundered our seas, ravaged our coasts, burnt our towns, and destroyed the lives of our people.

He is at this time transporting large Armies of foreign Mercenaries to compleat the works of death, desolation, and tyranny, already begun with circumstances of Cruelty & Perfidy scarcely paralleled in the most barbarous ages, and totally unworthy the Head of a civilized nation.

He has constrained our fellow Citizens taken Captive on the high Seas to bear Arms against their Country, to become the executioners of their friends and Brethren, or to fall themselves by their Hands.

He has excited domestic insurrections amongst us, and has endeavoured to bring on the inhabitants of our frontiers, the merciless Indian Savages whose known rule of warfare, is an undistinguished destruction of all ages, sexes and conditions.

In every stage of these Oppressions We have Petitioned for Redress in the most humble terms: Our repeated Petitions have been answered only by repeated injury. A Prince, whose character is thus marked by every act which may define a Tyrant, is unfit to be the ruler of a free people.
Tal ha sido el paciente sufrimiento de estas colonias; y tal es ahora la necesidad que las compele a alterar su antiguo sistema. La historia del presente rey de la Gran Bretaña es una historia de repetidas injurias y usurpaciones, cuyo objeto principal es y ha sido el establecimiento de una absoluta tiranía sobre estos estados. Para probar esto, sometemos los hechos al juicio de un mundo imparcial.

Ha rehusado asentir a las leyes más convenientes y necesarias al bien público de estas colonias.

Ha prohibido a sus gobernadores sancionar aun aquellas que eran de inmediata y urgente necesidad a menos que se suspendiese su ejecución hasta obtener su consentimiento, y estando así suspensas las ha desatendido enteramente.

Ha reprobado las providencias dictadas para la repartición de distritos de los pueblos, exigiendo violentamente que estos renunciasen el derecho de representación en sus legislaturas, derecho inestimable para ellos, y formidable sólo para los tiranos.

Ha convocado cuerpos legislativos fuera de los lugares acostumbrados, y en sitos distantes del depósito de sus registros públicos con el único fin de molestarlos hasta obligarlos a convenir con sus medidas.

Han disuelto las salas de representantes por oponerse firme y valerosamente a las invocaciones proyectadas contra los derechos del pueblo.

Ha rehusado por largo tiempo después de desolación semejante a que se eligiesen otros, por lo que los poderes legislativos, incapaces de aniquilación, han recaído sobre el pueblo para su ejercicio, quedando el estado, entre tanto, expuesto a todo el peligro de una invasión exterior y de convulsiones internas.

Se ha esforzado en estorbar los progresos de la población en estos estados, obstruyendo a este fin las leyes para la naturalización de los extranjeros, rehusando sancionar otras para promover su establecimiento en ellos, y prohibiéndoles adquirir nuevas propiedades en estos países.

Ha obstruido la administración de justicia, oponiéndose a las leyes necesarias para consolidar la autoridad de los tribunales.

Ha hecho que los jueces dependan solamente de su voluntad, por recibir de él el nombramiento de sus empleos y pagamento de sus sueldos.

Ha erigido una multitud de nuevas oficinas y mandando un enjambre de oficiales para oprimir a nuestro pueblo y empobrecerlo con sus estafas y rapiñas.

Ha mantenido entre nosotros, en tiempo de paz tropas armadas, sin el consentimiento de nuestra legislatura.

Ha procurado hacer al militar independiente y superior al poder civil.

Ha combinando con nuestros vecinos, con plan despótico para sujetarnos a una jurisdicción extraña a nuestras leyes y no reconocida por nuestra constitución:

Para acuartelar grandes cuerpos de tropas armadas entre nosotros:

Para protegerlos, con falsos juicios por los posibles asesinatos que pudiesen cometer a los Habitantes de estos Estados:

Para destruir nuestro tráfico en todas las partes del mundo:

Para imponer impuestos sin nuestro consentimiento:

Para privarnos, en muchos casos, de los beneficios de Juicio por Jurado:

Para transportarnos más allá de los mares para ser juzgados por supuestos delitos:

Para abolir el Sistema libre de Leyes Inglesas en una Provincia vecina, estableciendo en ella un gobierno arbitrario y extendiendo sus límites con el fin de hacerla a la vez un ejemplo y un instrumento adecuado para introducir el mismo gobierno absoluto en estos estados

Para suprimir nuestras Cartas, aboliendo nuestras leyes más valiosas y alterar fundamentalmente las formas de nuestros gobiernos:

Para suspender nuestras propias legislaturas y declararse investido de poder para legislar por nosotros en todos los casos que sea.

Ha abdicado el derecho que tenía para gobernarnos, declarándonos la guerra y poniéndonos fuera de su protección.

Ha saqueado nuestros mares, asolado nuestras costas, incendiado nuestras ciudades y destruido la vida de nuestro pueblo.

Él está en este momento transportando grandes Ejércitos de Mercenarios para completar su obra de muerte, desolación y tiranía, ya iniciada en circunstancias de crueldad y perfidia apenas comparable a las épocas más bárbaras, y totalmente indignas del jefe de una nación civilizada.

Ha compelido a nuestros conciudadanos hechos prisioneros en alta mar a llevar armas contra su patria, constituyéndose en verdugos de sus amigos y hermanos o a caer ellos mismos por sus manos.

Ha excitado insurrecciones domésticas y se ha esforzado en provocar a los habitantes de nuestras fronteras, los inmisericordes indios salvajes, cuya conocida regla de guerra es una destrucción sin distinción de edad, sexo y condición.

A cada grado de estas opresiones hemos suplicado por la reforma en los términos más humildes; nuestras súplicas han sido contestadas con repetidas injurias. Un príncipe cuyo carácter está marcado por todos los actos que definen a un tirano, no es apto para ser el gobernador de un pueblo libre.
